CHIEF FINANCIAL OFFICER

LOCATION:             St. Thomas

Nature of Work

The Chief Financial Officer provides leadership, guidance, technical expertise and team coordination to support implementation of the Supreme Court's strategic initiatives in the areas of fiscal management, budget analysis, financial reporting, fiscal control and auditing.

            Work is highly independent, and is reviewed by the Administrative Director through conferences and results obtained.

Essential Functions   (Any one position may not include all of the duties listed, nor do the examples cover all of the duties which may be performed.)

·         Plans, coordinates and implements fiscal goals, objectives, policies, procedures and internal financial control systems for the Supreme Court.

·         Responsible for the management of the Court's financial processes and systems, including accounting, collections, court-appointed counsel payments, fixed assets, grants, internal audit, and payroll.

·         Ensures that Court budgetary, accounting and fiscal reporting policies and procedures meet appropriate standards, are in accordance with applicable laws, regulations and professional accounting practices and coordinates with those of the Territory.

·         Responsible for the provision of revenue projections, expenditure data, and other information as may be requested by other governmental agencies and the public.

·         Reviews and monitors financial information to determine compliance with the annual budget.

·         Prepares budget and financial forecasts and recommends appropriate strategies to the Administrative Director as needed ensuring current needs, objectives and resource requirements.

·         Compiles and interprets monthly, quarterly, and annual financial and management reports as required by the Court and by federal and territorial regulations.

·         Assists executive management, judicial officers and other court management in determining the fiscal impact of legislation.

·         Establishes and maintains an automated financial management system for budgeting, tracking account management, and financial reporting.

·         Makes provisions for internal and external audits.

·         Recruits, trains, reviews, evaluates and supervises administrative and/or financial staff.

·         Serves on various committees and represents the Court in territorial budget meetings.

Knowledge, Abilities and Skills

            Thorough knowledge of principles and practices of accounting, business finance, and budgeting.

            Thorough knowledge of public sector financial management, budgeting, and fiscal analysis.

            Knowledge of automated accounting and business systems, including territorial systems.

            Thorough knowledge of federal and territorial laws, rules and procedures in the financial, accounting, and budgeting area.

            Ability to work effectively with managers, supervisors, employees, territorial officials, the legislature, and the general public.

            Ability to communicate effectively both verbally and in writing, with a diverse group of people.

            Skilled in the operation of a personal computer with proficiency in Microsoft Excel and other accounting software.

Working Conditions

               Work is performed primarily in an office setting.  Some travel may be required.

Physical Demands

Work is essentially sedentary with occasional walking, standing, bending, and transferring items less than 25 pounds such as papers and files.

Qualifications (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed above.  An example of an acceptable qualification for this position is)

                A master's degree from an accredited college or university in accounting, finance, and/or business administration is required, supplemented by a minimum of five (5) years of progressively responsible accounting and financial experience including a minimum of three (3) years of management experience.  Leadership experience in public sector financial management, budgeting, and fiscal analysis strongly preferred.  A combination of other education and experience may be considered at the discretion of the Court.

Licensure and Certification

            Certification in Public Accounting is strongly preferred.

Starting Salary Range

            Commensurate with education, experience and qualifications.
