FACILITIES MANAGER

LOCATION:             St. Croix

Nature of Work

                The Facilities Manager is responsible for all aspects of building operations for Supreme Court facilities including maintenance, repairs, renovation, and exterior appearance.  Work is performed under the general direction of the Administrative Director or designee, and is reviewed by the Administrative Director through conferences and results obtained.

Essential Functions   (Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.)

·         Directs and forecasts all aspects of building operations including maintenance, preventative maintenance, repairs, and renovations by Court facility employees and contractors, ensuring safe and healthy facilities.

·         Plans and organizes work to be performed; schedules equipment and personnel, evaluates and trains staff as needed.

·         Determines material types, quantities and uses; coordinates orders of materials, service contracts, and construction projects with the Procurement Manager.

·         Supervises work projects and day-to-day maintenance responsibilities for facilities. Advises and assists custodians and maintenance workers as needed.

·         Oversees the performance of contracts related to building and equipment service, construction, maintenance, repair, or replacement.

·         Assists in the preparation and administration of a facility management budget in conformance with Court policies and procedures.

·         Maintains records, prepares reports, cost estimates and other specialized maintenance records of facilities and equipment.

·         Manages preparation and response of facilities to emergencies such as fires, floods, hurricanes, or other natural disasters.

·         Supervises the maintenance of all mechanical, electrical and plumbing equipment including HVAC systems, electric motors, pumps, ventilating fans, air conditioning, elevator, electronic surveillance and electrical control units.

·         Investigates the condition of buildings, equipment and grounds, and recommends improvements to ensure that Court needs are met.

·         Responds to requests for maintenance, renovation or building modification in a tactful and expedient manner.

·         Other duties as assigned or required.

Knowledge, Abilities and Skills

Knowledge of facilities maintenance, including equipment, materials, methods and techniques used in facility maintenance and repair.

Knowledge of management principles and practices, especially relating to supervision of maintenance personnel and maintenance projects.

General knowledge of plumbing, carpentry, electrical, HVAC systems and general maintenance procedures.

Knowledge of local, territorial, and federal building codes and standards.

Knowledge of building materials and their use in the maintenance and repair of large buildings.

Ability to work with vendors and contactors to obtain the best level of service for court facilities with minimal service disruptions.

Ability to interpret blueprints and plans, estimate costs for renovation, maintenance and repair of facilities.

Ability to analyze and resolve problems.

Ability to coordinate all aspects of health and safety and fire safety for court employees.

Skill in effectively and efficiently performing maintenance functions.

Skill in supervising and training personnel.

Ability to interact with all vendors and levels of the organization.

Working Conditions

          Work is performed in an office setting or outdoors in all kinds of weather conditions.  Work may involve potential exposure to hazards such as chemicals.  Some travel is required, as well as the ability to respond to emergency situations during regularly scheduled time off.


Physical Demands

            Work is physical requiring the ability to perform moderate to heavy labor in occasionally dirty conditions, and requires walking, standing, bending, and transferring items up to 75 pounds. 

Qualifications (Any combination of training and work experience which indicates possession of the knowledge, abilities and skills listed above.  An example of an acceptable qualification for this position is)

A Bachelor's Degree in Industrial Engineering, Business Administration, Public Administration, or related field and a minimum of seven (7) to ten (10) years in grounds and building maintenance, with a minimum of three (3) years relevant supervisory experience as a Maintenance Supervisor or similar position.  A combination of education and experience may be considered at the discretion of the Court.

            None

Salary Range

            $55,000- $70,000
