PROCUREMENT MANAGER
LOCATION: St. Thomas
Nature of Work
The Procurement Manager is responsible
for the acquisition of all services, supplies, materials, furniture and
equipment required by the Supreme Court of the Virgin Islands and for obtaining
them at the best possible cost, in the right quality and quantity, at the right
time, in the right place and from the right source in compliance with all
government purchasing regulations. Work
is performed with independence under the supervision of the Administrative
Director and is reviewed through conferences, reports, and on the basis of
results obtained.
Essential Functions (Any one
position may not include all of the duties listed, nor do the examples cover
all the duties which may be performed.)

Assists with, prepares, and reviews solicitation
documents including documented quotes, requests for bids, and requests for
proposals. Assists with, prepares, and
reviews purchasing specifications and determines the appropriate solicitation
method to be used for source selection.

Recommends purchasing actions and methods, and
prepares and maintains relevant and supporting documentation, including informal
phone solicitations, request for quotations, request for qualifications,
written bid solicitations, request for proposals and all other forms of
solicitations.
·
Reviews and approves sole-source purchase
requests and establishes open source contracts.
·
Assists with and conducts bid and proposal
openings. Assists with and conducts the
solicitation evaluation process, tendering complete bid evaluation
recommendation to supervisor.

Approves all purchase requests and requisitions,
in concert with the Administrative Director, or designee.
·
Oversees the receipt of all purchases,
exercising responsibility for closing out all purchase requests, affixing the
pertinent property tag, and ensuring placement of all commodities received.
·
Serves as the Court's main point of contact for
vendor questions and concerns.
·
Ensures that the Court has all necessary
supplies when needed.
·
Works with appropriate court personnel to
determine purchasing needs, specifications, and timeframes.
·
Tracks all purchases throughout their lifecycle,
maintaining a complete inventory of all Court property.
·
Properly disposes of all equipment declared to
be surplus or obsolete.
·
Reviews and evaluates purchasing practices and
procedures.
·
Establishes and maintains a Supreme Court
Procurement Manual, recommending new and revised policies as necessary.
·
Serves as liaison with other governmental
agencies on policy issues related to territorial purchasing practices.
·
Other duties as assigned or required.
Knowledge, Abilities and Skills
Knowledge
of government procurement methods and procedures including buying, quality
assurance, contract administration and contract law.
Knowledge
of applicable code, rules, and regulations that govern the purchase of
government commodities.
Ability
to read and interpret requests for proposals, requests for bids, and legal
documents of varying type and complexity.
General
knowledge of accounting principles.
Ability
to understand and follow oral and written instructions.
Ability
to communicate clearly and effectively in oral and written form.
Ability
to make decisions in accordance with laws, regulations, budget and departmental
policies and procedures.
Ability
to maintain a variety of complex records and prepare reports from such records.
Ability
to work cooperatively with all court personnel, governmental agencies, vendors,
and the public.
Ability
to negotiate with vendors and to supervise their performance during projects.
Knowledge of and ability to use personal computers
and related software.
Work
is performed primarily in an office setting.
Work may involve some travel.
Work is essentially sedentary with
occasional walking, standing, bending, and transferring items less than 25
pounds such as papers and files.
Positions may require periods of extended sitting, standing or computer
use.
Graduation
from an approved college or university with a Bachelor's degree in business,
supply chain management or a related field and a minimum of five (5) years of
experience in purchasing, procurement, or comparable experience. Preference is given for government or public
procurement experience.
